I believe there's always been a limit in place to stop spam.
I'm unaware of any recent changes other than the mailman upgrade
of a month or so ago, but those would be technical decisions handled
by website-discuss (which is really opensolaris.org-infrastrucure-discuss,
but that's too long to type), not the OGB.
