Add them (their ids) as leaders to your project/community page - they'll be able
to see hidden pages, though obviously able to edit them too. I don't think
there's currently any other way.
I thought anyone could view a hidden page if given the URL, it just won't
show up in the list of public pages.

I can certainly see the pages for Ray's community when I look, they just have a
"This community is currently hidden." line across the top, and I'm not one of
the listed leaders (though I am an "affiliated observer").
