from the bugzilla upstream side, a couple of us read tools-discuss and are 
sometimes on #opensolaris to answer questions.
but this is more of a process question.

technically they only need the editcomponents token, although to configure 
watchable qa contacts you need editusers which is equivalent to admin rights.

resolved this (i think i'm on tools-discuss and not website-discuss).

the process oriented approach which is used by bugzilla.mozilla.org ("bmo") is 
that people who need components in Bugzilla file a bug in:
