Yep, yesterday b119 bits appeared on the website.

You can probably get your system working
again by putting an older libkmf & libelfsign on it (both 32 & 64 bit)
... I've updated to changeset 10122, the changeset before the
libelfsign changes. That did work, together with the b118
closed bits.
There are SPARC closed bins for July 9 [1], 10 [2] and 20 [3] (yes,
today !), but the corresponding x86 binaries are not available.
on-closed-bins-latest.i386.tar.bz2 points to June 21 (a month ago)
binaries. Is there any problem with x86 builds for these changesets ?

When I last talked to the GKs yesterday, they were rebuilding things as fast
as they could, but had mentioned some changeset was making this problematic.
Hopefully we'll see them appear today.
