Any update on this? we have this all over...

An XWiki link with a question mark by it is a link to a non-existent XWiki page. XWiki makes this a link to edit the page, as this is one use case for page creation. If you aren't logged in, you will be directed to auth because anonymous users cannot edit pages. If after logging in you still don't have permission to edit the page, a notification will be shown.

Okay, so that means a lot of content hasn't migrated. Why?  For example, this

has broken links for the Development Guid and Development Process.

The Developer Guide and Development process documents have a lot of content in 
them:
