It seems the "quick" fix for the original issue http://jira.xwiki.org/jira/browse/XE-374 was to only present the menu when the user has the programming right. That is now logged as a bug itself http://jira.xwiki.org/jira/browse/XWIKI-3961 I'll see if I can find out if there is any schedule for a fix.
