Yes, that is correct. Just not selecting anything for a question is an
abstention. On the second page where you verify your ballot it will note
that you abstained on that particular question.
i did not try to abstain in the test election or in
the live one, so I am not sure how to do so and Ceri
is asking.
Several people did abstain for the test election with out issue.
