Description
   When reporting a bug at bugs.opensolaris.org, I selected "snv_99" for the
Release.  After my bug report was entered into the system, I noticed that
it said the bug was reported against snv_98.  I examined the source for the
web page used to report bugs and discovered that for snv_91 through snv_99,
the value is off by one from the displayed text.  For example:
   <option
        value="snv_98"
                >snv_99</option>
The bugs I reported were not Release-specific but this could cause great
confusion for some bugs.

   Selecting Release value of "snv_99" submits bug report that says it was
submitted against "snv_99".

submitted against "snv_98".
