It doesn't enforce it - the Toplevel menu structure is taken from the corresponding site's main language, i.e. the toptabs are taken from the english version for www.* - when those pages are translated, the translated menu-tab will appear, otherwise the english one will be shown. In the CMS there is a tab "Translations" that can be used to create/list the available translations for the corresponding page. And for all translations, you see the value of the original page as reference when editing the content. Keeping the actual contents in sync of what is written in the original page is up to the editor though. When the original page talks about apples, the translator can write about bananas in the translation. Keeping the contents in sync is a matter of policy in this case.
