Well, ideally it would be nice to have it as an SVG, or arranged in <div>s, (for scalable width), but back to reality, where bitmap formats are the only cross-browser supported options, then the size depends mainly on where abouts on the page your putting it...
If you wanted top+full-width, you can try the attached archive (btw i chose position:fixed; just for kicks, same with <div id="random-text"> - it's <style> and the <a><div class="banner1" /></a> that counts)...
