In general I think acting without discussing every here and there is
part of succesful community work, as long as upcoming concerns are
handled respectfully and discussed *then* with an open sense for however
the result might be.  That the latter for the moment doesn't work well
on the website area is a different story we hopefully overcome soon.

Regarding this special topic I don't think a decree from the SC might
bring peace. As You point out this should be take place more manageable
maybe embedded in a general communication concept for the whole project
covering the communication flow from user on the one side to developer
on the other.

In this case the text was well elaborated for the given situation -
thanks Marc! - so from my point of view no need for a "decree".
