This is a huge idea and I can see ways that it would be applicable to any large opensource project. I know of several people who would be helping out if they could do it without first getting into the party and learning who is who.
11. There should be some feedback from somebody or a team of people who can let the volunteer worker know if they are doing the task right, and some way to check an item complete. Something like a project oversight board to ok a change.
