You have uploaded two downloadable files. But you have named one of the
"Extension Package". You can rename this by going to the release section
and then to the Extension Package. Next you change to display content
(in the green bar) and then click on the package you want to display.
Press the edit entry now and you can edit the name of the file and maybe
replace it with another.

The project has to be reviewed and published before you can publish a
release (or more than one). Therefor we need a few (or more)
volunteering reviewer ;-)
3) Where does one stipulate the licence conditions, or do they all come
under a one-hat fits all licence ?
You can set the license for every release. I had upgraded this to
possibly three license entrys (only one is mandatory). Currently only
one of them (the mandatory) is displayed in the overview table. This
will be improved in the near future.
One hint at the end: you can publish a release for every operating
system. But the version-name of the release had to be different for
every release: e.g. 1.0.1-mac, 1.0.1-linux, 1.0.1-linux-x64.
