Sorry, but you got my question wrong. It is not about a translated
interface, but how to organize the questions and answeres in different
languages.

It is about the stuff that the users write, their questions and their answers.

Did you look at askbot already? There are no "sections". The only
oranization means the question & answers type tools have is the tags.

And so far all (Q&A, karma driven) pages I have come across are only
single-language.
