The automated related question search uses ranked postgresql full text search, 
so it is very likely that if 
the question contains the language-independent keywords, related questions in 
other languages are also shown.

I have to admit that I have not yet thought about NL-tags. I would prefer a 
KISS approach and have to think a little bit about it.
I will also talk to the developers of askbot if/how they plan to introduce 
NL-tags.

At the beginning, I don't consider translated tags (multiple translations refer 
to one tag) as crucial, using a single multi-language tag-cloud.
Perhaps referencing between tags can be solved more generally and then be used 
for NL-tags…. but only some wild thoughts here.
