As the version number for all the downloads on the page is displayed in
the top of the screen (that info could perhaps be moved to the title), I
think it would confuse people more to show it on the individual links
since they might think they need to check that they are getting matching
versions. So I think that only the things that are different between the
links should be shown.
(BTW, after surveying the international sites and finding several (e.g.
ar, el, eo, gd, gl) that still had "3.3" on their download button on the
front page)
If the user chooses to "Change System or Language", the user is lead
though these pages. Using separate pages makes it easier to fit
sufficient descriptions to hopefully make the "Download
instructions"-page unnecessary:

For reaching the separate pages easier I think, three links for "type",
"language", and "version" should be displayed to change the three
settings separately - perhaps below the buttons - and don't need to go
through all steps every time.
Since not all versions is available in all languages or on all
platforms, the selections depend on each other. Instead of trying to
explain that to the user or having the user get surprised over having to
change a depended selection, I found it simpler to only give the user
one choice. They wont need to change it "every time" since they will
hopefully be detected correctly most of the time.
