Getting worse too in Austria, an ever since existing backlink to a customer's office at a public bath was denied shortly by the Viennese municipality for the reason we're using an "illegal tool to enhance search engine results" which was identified as Analytics after hours of telephone calls with the webfuzzing paper-shufflers in concern. More to the point it's best practice meanwhile to put up a disclaimer telling visitors to leave the page in case they do not want to share their data via GA. The extensions Drew mentioned don't seem to be popular, at least amongst people I know.
