I'd also suggest to take a look at the rollout of the OOo Forum ( http://user.services.openoffice.org ) - maybe dig up a few of the team who contributed and were "co-ordinators" there and get their input/suggestions. I was involved in that whole OOo Forum schmozzle, and I will say.. it's a LOT of work (and I don't consider myself to be one of main contributors to that rollout). It takes a team of people who can dedicate enough time and energy to get things rolling. You need to define things like who is repsonsible for the backend (server), what forum software you implement etc. You need people to care for the database, optimize the server for speed/caching and so on.
