For Mac is it completely wrong, and for Win partially wrong. Mac: * There is no help package at all. Offline-Help is included in the languagepack. Win: * even when there is a separate help package (like for windows and linux), this is completely optional. The user doesn't *have* to install it. That's only true for windows basically, as there are no languagepacks and you cannot pack all help into the installer.
