and find that when trying to start it, nothing at all happens; the
problem is very likely missing .dll files for the Microsoft Visual C++
2010 such as MSVCP100.dll and MSVCR100.dll
To correct this problem, install the Microsoft Visual C++ 2010
Redistributable Package which can be obtained at

That solved the problem for me.

Is it because they are running the wrong version?
Sounds very much like it but John will have the proper insight.

Erich et al,
The LibreOffice Portable 4.0.0.3 package we released yesterday corrects
this issue by bundling those two files in the package directly.
PortableApps.com Platform users who already had 4.0.0 installed get a
1MB quick-install patch to fix it. You can also download the patch
directly from the link just below the download buttons on the
LibreOffice Portable homepage here:
http://portableapps.com/apps/office/libreoffice_portable
We noticed it as soon as the release happened, which is why we needed to
post this revised version.
Kind Regards,
John
