It will adjust the link when those links were added using
silverstripe's "link on this site" feature, but not when someone
entered "www.libreoffice.org/developers-2" manually.

Well, for links on the site itself, you can create a redirector page
within silverstripe that redirects to the new URL.

What you could also do is to modify the 404 error page and add links
to "recently moved pages" in there. Not quite as user-friendly maybe,
but creates less almost-dead page-entries in the backend. But

What I have been advocating for is not to use direct links from within
LibreOffice/anything that is printed and where the links need to stay
valid for a longer period of time.
For that case, one should use hub.libreoffice.org URLs.
