Usually the language menu bar is on the page if there were localized versions or if the wiki page was considered important enough to localize. There could be pages that were localized at the start of the project that may not have the menu bar included. There was a lot of activity in 2010 with many teams working on many pages at once to get the project up to speed.
Are there any particular pages that you were concerned about?
