I have some experience with django. What exactly in django are we wanting to
upstream?

Great.

Fair enough.

Would it be possible for us to try to upstream some of those changes and/or
externalize them as plugins to reduce our burden on each upgrade? I'm not
really sure what these "wishes issued" were, so I don't have a good picture
of the total amount of work we've layered on top of the official source.

I don't have much experience with Django, but if there's a repo available
with our local changes, perhaps I or other members of the community could
help with some of this porting/upstreaming burden?

Thanks,
