Would it be possible instead to have people approve wiki submissions be it changes or new pages or otherwise?
IMHO not so easily - and I don't think this is a good idea. It's better to approve users, so the database is kept clean. If they're approved and thus trusted, they should be able to edit the wiki. Some antispam mechanisms are still in place, but I think manual article approval is discouraging many from contributing.
