I wouldn't know that because I can't see any email addresses. In using
Nabble and I'm subscribed in no-mail mode.

Still the question is valid: Why can't a user (who doesn't have/want a third
party account) register to AskLibO?

The AskBot platform supports it as you can see here, on their own page...
