what I plan from the infra side is to keep the current "old design" sites running, and provide native language communities with temporary, additional URLs like http://pt-br-newdesign.libreoffice.org, where they can test and deploy the new design.

As soon as a native language project is ready with the new site, we move it to e.g. http://pt-br.libreoffice.org. So, all projects have the time they need.
