Sorry, of course you are doing a great job with the new pages, but you'd have no control over posting of the pre-release installers. Christian handles all that with the production flow from TDF buiild systems onto the dev-builds web server, and then out to mirrors when released. I should have been more precise and said "... *a notice* would need to be posted *to the web page.*" when the next pre-release is built and available. Both of those have actually been released. At the moment there are no 'pre-releases' and the page should have a slug to reflect when that is the case. Although Christian has spun off the 4.2.3 branch and 4.2.3 RC1 will be building today or tomorrow and would need to be posted.
