So new web design seems to include some logic for creating and allocating downloads offered to the new LibreOffice Stable and the LibreOffice Fresh pages. The use of type= and version= language= dynamic tags allows granularity in creating the pages.
As of today, 14 Mar, when there are three release packages being posted--4.2.2, 4.1.5 and 4.2.3 RC1 the logic is not quite correct. IMHO the issue looks like each of the three is being classified as belonging on the 'Fresh' and and the 'Stable' pages so they receive active links from both pages. Would expect that since we have made the distinction between Fresh & Stable, the offerings on the two pages should differ. I.e. that version=4.1.5 alone would be active from the Stable page, and version=4.2.2 & version=4.2.3 would only be active from the Fresh page.
