The Plone Software Center addon has not yet translation for all languages supported by Plone itself. I'm currently working on new addons for the extension and template site. That addons will need some translation too. The translation will be done inside po-files. I'll ask on this and other lists for help once I've finished the new addons. The translations of the home page of the templates and extensions site are hosted in our Pootle server, but I'm not the admin of that server.
