Ah, right, that “translated user interface” button is included in the page only if you pass an appropriate Accept-Language header in the HTTP request (and doesn’t appear for an en-US setup). And on <http://www.libreoffice.org/download/libreoffice-fresh/?version=4.4.1> the "LibreOffice in other languages” link (at the right) erroneously links to <http://www.libreoffice.org/download/libreoffice-fresh/?lang=pick>.
