you need rights in the respective projects to assign tickets. Which Redmine projects are you referring to?
There is still https://bugs.documentfoundation.org/show_bug.cgi?id=39439, which I suspect should be in redmine, btw.
A few Bugzilla tickets still need to be merged/migrated to Redmine indeed...
