#221: get-prerelease.html should be redirected when no pre-release is available

Currently, F19 is stable and F20 hasn't yet even been branched. That means
no pre-release is available. But this page:
http://fedoraproject.org/get-prerelease.html
suggests it is. However, all the links are invalid and results in 404
pages.
Please redirect /get-prerelease.html to get.fp.o when no pre-release is
available. These links might be present on many websites and we should
offer those visitors something better than 404 pages. Thanks.
