Sounds like you have quite a bit of experience! :)

I don't think we use Ruby or PHP on the fedora websites. /me looks at
the core websites team for confirmation on this. We do use Py and the
rest. 

The wiki has quite a detailed description of the work that is done, and
how you can begin to contribute:

Once you've read the wiki and gotten yourself accustomed to the
workflows etc., you can take a look at the open bugs/tickets here and
see if there are any that interest you:
