#314: fedoraproject.org thinks that I'm living in Swiss, why?

1. fedoraproject.org chooses the locale de_CH for me automatically
although I don't live in Swiss but at the northern border of Germany
instead, just a few km away from Denmark, and so de_DE would be the
correct choice.
2. Even if de_CH would be the right choice (which isn't, see above), why
does de_CH mean that the English version of the web pages are shown and
not the German ones?
