I'm using, as niq suggested, this place to form my confused thoughts to 
incoherent babbling, before considering to put it on the public mailing ist.

The (wish?) list of modules you have included is quite complete, and leaves 
hardly anything to be desired on that end.

What I am missing however are: Sane Defaults.

As Rich Bowen didn't say: "I'd like to see httpd *start* and *run* fine, even 
without a config file."

It was a big move in the 2.2 release to include the security recommendations in 
the configuration files shipped with apache, but it would be still a bigger 
move, to have those as defaults, so you don't have to put them in a config file.
