Attached is a new version of the draft Arc case for FastCGI. This one installs into /usr instead of /usr/fcgi. I could probably drop the directory layout section now but will take that under advisement.
I'm going to continue to leave out the static libraries as I haven't identified any situations where they would absolutely be required yet.
