 If you want community's opinion, please start a separate thread. Also, 
please investigate as to how it is being done on other platforms / other 
components. This might be useful for you as well the community to give 
you feedback on

 My opinion is -

- if mysql binaries  depend on libraries that are available within mysql 
libraries directory, then -R should be used  otherwise it is  not needed.

- mysql_config directory should correctly list the options that a 
customer need to use to build with mysql client library. this program 
does need to output -R . Otherwise, they will need to maintain the 
headache of setting up 'LD_LIBRARY_PATH' every time before invoking 
their program.
