Keep in mind we are in a transition period where reality and process
do not match, unfortunately.  When you integrate into SFW (which
again, unfortunately, is the only way right now), the build produces
SysV packages so you'll need to abide by the usr/root split
limitation.  But when your package(s) are converted to IPS, that
limitation goes away. Another "unfortunately", there's no direct way
for you to specify how your packages get combined (other than speaking
to David Comay directly and telling him.. I keep hoping that process
can get automated and codified in the source, but isn't yet.)

Long story short.. the main issue for your component to consider is if
you want to deliver a separate config package (tailored for apache) in
which case it should not be combined in IPS because the split is
intentional, not due to historical limitations.
