First you need to check that there are no changes between 18 and 19 which modify any of the interfaces or functionality that you promised in the ARC case. I imagine the answer is almost certainly no, but check. Assuming that's the case, just send an email to the ARC project log saying it'll be 1.4.19 instead and you've verified it is fully compatible with the 1.4.18 covered by the case.
