Please don't do that, the man pages belong in the main package so they
always get installed along with the component itself. Man pages should
be available always if a component has been installed.

The full doc set is different, takes a lot of space and most people
don't need/want it so makes sense as separate unit (or maybe some day
as filterable content as David mentioned).

Well, as implementation detail in SFW, yes, but the r & u pkg will be
combined before publishing so might as well think of them that way for
planning purposes.
