I read that bit when installing my own copy of phpmyadmin last
year. My own notes indicate that attempting to install mcrypt
wasn't successful - as I recall, this just wasn't going to work
and I wouldn't necessarily consider mcrypt to be worthwhile.

(Especially as it's not actually necessary.)
