I think both are required for a couple of reasons. First, one of the targets here is the developer, and not all developers will have 64-bit hardware available to them. For instance, I do not. Even if they do, they may need to run as 32-bit under a virtualized environment (i.e. xVM or VMware). They need to be able to install/run a development environment. Secondly, there may be modules that people build for Apache/PHP/other which will need to link with the 32-bit client libraries in MySQL.
