So effectively spawn-fcgi is now an independent component separate from lighttpd as far as the upstream communities treat them? In that case go with the first option, package it independently and have lighttpd depend on it. As long as the same functionality is maintained that's just package refactoring so there isn't any functionality being deprecated/changed/ removed so no ARC concern.
