I tried the same steps. I am getting the correct permissions (755), as 
expected.
This is from a fresh install of OpenSolaris 2008.05.

So, please check your 'umask' setting. It is defaulting to 0022 in OS2008.05

As for the link from /usr/bin/rails to /usr/ruby/1.8/bin/rails, is this 
supposed to happen? I also don't see this link happening though.
