according to http://issues.apache.org/bugzilla/show_bug.cgi?id=10813 the support for RFC 2965 is targetted for version 3.1alpha of commons-httpclient. This seem to be already committed. You can try to get commons-httpclient from jakarta's SVN, to compile it and use it in webtest in place of version 3.0. If the API doesn't contain incompatible changes, it should work.
