I am going to close this. Indicating licenses for most dependencies can now be
done via the pom file <licenses> element - in their pom not WebTest's. Many
projects do not have this in place yet but I think more will over time and we
should encourage them to do so instead of trying to replicate their licenses
files within our codebase manually.
