WebTestRecord window can get out of sync with the menu item and ALT+SHIFT+W key

WebTestRecord window can get out of sync with the menu item and ALT+SHIFT+W
key. The results can be:
1) a check boxed menu item under tools for WebTestRecord but no side bar window
2) a side bar window with the "enable recording" option checked but no script
recording takes place
I believe this is caused by the keyboard short cut not updating the menu state
properly.
