Omitting <steps> tag results in missing steps in test report after failure step

If one omits the <steps> tag and if a webtest encounters a failure then the
test report will not carry the following steps (marked yellow) any more.
For better orientation in the test report one would like to have the behaviour
as if one would have with the <steps> tag.
Config: haltonfailure="false" haltonerror="false".
Used webtest version: build 1632.
