the old documentation of propertyTable (the previous name of dataDriven) provides explanation on how to use a *.properties files in a directory as data container.
http://webtest-community.canoo.com/jira/browse/WT-342 contains a patch to use text files as data container. I haven't had time to integrate it until now. And of course you can use for instance Open Office under Unix to create files in Excel format.
