Look carefully at the messages:
- "Unable to locate tool.jar" is a warning, not an error (it is because you use 
a JRE, not a JDK)
- the real problem is that you haven't correctly configured the path to 
webtest.xml. It must point to the installation where you've unzipped WebTest.
